Crown developed the Mobile Workforce add-on to it’s Workforce Management Suite for one of the UK’s frontline Police forces, to meet its requirements for remote clocking-on/off, rostering and itinerary scheduling with related messaging, all in a highly-secure communication environment that meets standards recommended by GCHQ.
Following on from the success of this implementation, Crown is now making the technology available to other ‘blue light’ services and any business or organisation requiring the ability to manage field-based employees remotely, whether it is already equipped with smartphones or not and whether or not high levels of security are an issue.
The initial implementation was for around 3,000 staff, but the application is fully-scaleable up or down. With smartphones and contracts now very competitively priced, this is the ideal way to provide remote workforce management without the need for expensive custom hardware and software.

Highly-secure – meets UK government requirements
The Communications-Electronics Security Group of the Government Communications Headquarters – GCHQ – has created a recommended standard for secure communication. The Mobile Workforce app operates at least to this standard and by using highly-secure messaging is therefore suitable for use with Police forces and other organisations where a high level of security is essential for the protection of field operatives and sensitive information.
Allows field-based personnel to clock-on and off from the field
Utilising the ability of mobile devices to communicate through GSM, GPRS, 3G or Wi-Fi, it is now simplicity itself for field-based personnel to clock on and off without the need to visit any office or make a voice call. All the operative has to do is bring up the Mobile Workforce app and select the clock-on/off option. If the phone is out of coverage, the time will be logged and the server updated as soon as coverage is restored. Should an operative fail to clock on altogether, the name will be flagged up in the manager’s desktop control panel. In high-security situations, nevertheless, secondary confirmation that all is well with the employee should always be obtained.
Company Messages Screen
This provides the employee with the same interface as the web-based desktop application. So the operative can check holiday entitlement, hours worked and overtime rates, according to what has been configured centrally in the Crown Workforce Management Suite.
Holiday absence requests and sickness notifications logged automatically
When a field operative wants to request holiday, all that’s needed is to launch the app on the mobile device, choose absence request and specify the dates. The request will then be forwarded to the appropriate manager for consideration and approval. Similarly, if the employee is unable to work due to illness, it takes only a few seconds to report the absence, accompanied by an explanatory note.
Employee weekly itinerary/schedule with accompanying notes
Mobile Workforce simplifies the process of rolling out rosters and itineraries to field operatives at the start of each work cycle. These are pushed out to each mobile device automatically and any related messages are displayed to the operative when the phone is switched on. The operative can add notes relating to, say, a court appearance, as a reminder. Additionally and as with Crown’s Workforce Management Suite generally, it is possible to specify that a certain staff grade or skill level is required for a particular task so that only the appropriately qualified staff get rostered.
Overtime conversion requests submitted for approval
Particularly in the ‘blue light’ services, overtime can be complicated by the wide range of bands and types. If a field operative has to work overtime, the nature of the overtime can be tailored to the task in hand and the appropriate band with a conversion request. The range of overtime types can be customised for each organisation and hours worked can be logged to be passed through to a payroll system.
App pushed out to phones from server; no office visit for setup required
Mobile Workforce is all about keeping operatives in the field, where they belong. So even the initial installation and setup of the app is carried out remotely by being pushed from the server to the phone. A message can then be sent to the operative to advise that the app is now installed and how to get it started.
When no coverage, all requests/notifications stored until online again
Anything the operative enters into the app is sent to the server automatically. Should the mobile device be out of coverage for some reason, the information is stored until coverage returns and is then exchanged with any incoming information.
